Four Major Projects in Brickell - Update by the City of Miami Office of Capital Improvements

The City of Miami Office of Capital Improvements met with residents and the Brickell Homeowners Association on January 31, 2023, to discuss four major projects they oversee. The Brickell Bay Drive Project is in the planning phase, and public input from residents is welcomed. The Mary Brickell Village Drainage Project is 90% completed, and the milling and repaving of the streets are pending the project's completion. The Brickell Key Restoration Project is a rehabilitation project to ensure the long-term safety of the bridge. The Brickell Avenue Sidewalk Project is complete minus 8th Street, which falls under the Florida Department of Transportation jurisdiction. Brickell Bay Drive Seawall Resiliency Improvement Project

PROJECT OVERVIEW

Location: Brickell Bay Drive from Southeast 14th Street to Southeast 15th Road. 

Anticipated Start Date: Winter 2025

Cost: Estimated 19 Million

Scope of Work: We have not received the final plans yet. The City of Miami is revitalizing, renewing, and enhancing its waterfront on Brickell Bay Drive from Southeast 14th Street to Southeast 15th Road. This project aims to implement a vision to adapt Brickell Bay Drive and protect it from future storm surges and sea level rise while encouraging waterfront connectivity, creating open space, and improving the natural environment and the local ecosystem. Creating a long-term stewardship structure that protects and enhances the quality of life and public and private investments is essential to keeping the Brickell Bay Drive waterfront area a functional, long-term resilient, and adaptable asset.

Details Discussed: The plans are at 30% completion. Their next step is to get the City of Miami’s Commission authorization by Declaration of Intent to use federal funding, as stated by Jose Lago, Project Manager.

The project is broken up into four parts. 1. SeaWall 2. Green Space/Baywalk 3. Drainage 4. Road Improvements.

The sea wall will be elevated by 4ft to be a total of 8ft per the datum of NABD. This datum is used to measure elevation above (altitude) and depression below (depth) mean sea level. The Baywalk will also be elevated to keep the view of the bay open for pedestrians.

The Drainage component of the project will be maintaining the existing Stormwater outfalls. They will introduce Silva Sells (modular suspended payment system) to help support tree growth and onsite stormwater management. They will add a stormwater trunk line to connect to a pump station. On SE 15th Road, they have a localized pump station that is a part of the drainage system.

The Green Space will contain a baywalk, lighting, landscaping, and trash receptacles in compliance with the City of Miami’s Waterfront Standards.

The roadwork will remain as a two-way street for several reasons. 1. Keeping the roadway structure will protect the extensive Miami-Dade Sewer trunk line underneath the road. 2. The Fire Department needs 22 feet of uninterrupted space for turnaround space should an emergency arise. The Fire Department needs 22 feet of interrupted space. Additionally, they shared parking will be removed.

Funding: The Miami Forever Bond funded the initial phase of this project. Florida Resilience funded 17 million through a state grant.

Community Meetings: December 13, 2021, and the next and final meeting is coming soon post the special election.


Brickell Key Bridge Rehabilitation and Repairs

PROJECT OVERVIEW

Location: From SE 8th Street to the end of Brickell Key Bridge, including the eastern side seawall

Anticipated Start Date: October 2023

Cost: 6.6 Million

Scope of Work:

  1. Bridge Infrastructure (underdeck) and Seawall Repairs on SW 14 East side

  2. Bridge Milling and Resurfacing

Rehabilitation and repairs of the Brickell Key Bridge will include:

  • Full deck depth repairs at the beginning and end of the bridge

  • Repair of the bridge drainage system and bridge surface repaving with new latex modified concrete (LMC) overlay

  • Replacement of all expansion joints and asphalt replacement of the bridge approach slabs

  • Inspection/repair of planters and support brackets and repairs of the SW14 seawall on the east side underneath the bridge (Brickell Key side).

Project Duration: Bridge repairs are to be done in two phases, with a duration of eight months (8) for both phases.

Meeting Details: OCI will communicate with Brickell Key Master Association and the Brickell Homeowners Association to properly communicate with residents.


Mary Brickell Village Roadway & Drainage Improvements

PROJECT OVERVIEW

Location: From SE 8th Street to the end of Brickell Key Bridge, including the eastern side seawall

Anticipated Completion Date: Summer 2023, the project is 90% completed

Cost: 6.6 Million

Scope of Work:

  • Pavement Restoration

  • Drainage Improvements

  • New concrete sidewalks

  • New Curb and Gutter

  • Medians

  • New ADA ramps

  • Landscaping

  • Pavement markings

  • Signage

Brickell Avenue Sidewalk Project

PROJECT OVERVIEW

Location: From SE 15 Road to SE 8 Street

Anticipated Completion Date: The project is completed with the exception of SE 8th Street Road and Brickell Avenue which belongs to FDOT. There is a concern over who will maintain the pavers as well as the texture with the pavers which is considered a non standard improvement.

Cost: 6.6 Million

Scope of Work:

  • Repair concrete sidewalks

  • Repair of damaged curb and gutter

  • Limited repair of driveway approaches

  • Addition of decorative crosswalks
